A/C is going south - any suggestions

My A/C has been working poorly lately. It blows fairly cold air on the passenger side & rear vents (on the same circuit), but the driver's side is not that cool, and it takes awhile to get cold. I called the dealer and he said it may be the heater box, or something like that, which is buried deep in the dash. He said it would take about 16 - 18 hours of labor to get into the dash and replace - if that were the problem. Anyone else have this issue.
Speaking of the dealer, this is about the 5th time I've had some major work on the car and I've had some type of problem within a week or 2 of the service. Just had the serpentine belt replaced, and now I'm getting high pitched hum only when the A/C is running. The noise is directly correlated to RPM. I am getting tired of this. I been to the dealership, in the past 5 months alone, for hooter valve, wheel baring, heater core valve seal, and another check engine light issue that they haven't fully diagnosed.
Any thoughts would be appreciated.
