Brakes bedding period

Hi Folks,
Have a bit of a problem here: just changed front brakes with PBR Deluxe pads and no-name rotors, but advertised as a high quality. Wish I could get more respectable rotors, but had no choice.
Today is a first day of usual intense morning commute with new brake set and I can feel a significant vibration while breaking from above 55m/h.
Does is mean I'm still in pads bedding period and this will go away in a little while or this means that my new rotors are garbage and I should get rid of them before pads get ruined as well.
