'04 - '05, acutally any year 9-5 is a good car. 2004's are the ones that received the CU endorsement, but they're good any year, any model. I drive 04-05's all the time and am still very happy with my 2000 Aero SportWagon. Previous to '04 the V6 was availible, which many people prefer.
There's no reason to reject any of them if the price/miles/condition formula makes sense. Significant improvements came with the 2002's, 5 speed auto, slight restyle, Aeros with sport seats, but that didn't obsolete the older cars. For '04 some folks griped about decontenting, no weather band, umbrella holders, and piddly stuff. Also '04 Aero style bodywork on the Arcs and the standard ride height chassis makes a low front spoiler prone to scratching. Previous to '04 the non Aeros didn't have a protruding Aero style lip. The '04+ Aeros new facia is more out of the way.
