Not possible. MPGs are generated at partial throttles, not full throttle. So the power demanded at a given cruising speed requires a certain air flow and a pressure drop across the TB to get this limited air flow. If the intake lowers the pressure drop there, then the throttle plate will then be a bit more closed to to compensate. And the turbo does not really enter into this as one is not on boost during the extensive periods of time at low power demand. Same argument for air boxes and lower restriction air filters.
I post formed my intake with a hot air gun and installed a low restriction filter. No observed change in my high MPGs at reduced highway speeds. Often getting 34 - 35.5 MPG on highway runs.
