I used to drive my 9-5 in Germany, in the rain, and at 180 kph (110 mph?). I never had a problem with the visibility due to the bad wipers. I guess there is no need for the "wing", it is just an add-on to increase the pressure on the wiper a bit more. The springs in the wiper arms are very strong, anyway.
In comparison and as an example, I find it a lot more of a safety issue that, looking at some Volkswagen cars (ie, Golf, Passat), their passenger side outside mirror is about half the size of the driver side mirror. Not only it looks cheap and funny, it also creates, in my view, a safety issue (the small area of a distant - for the driver - mirror cannot give without a huge distortion a good view of waht is happening behind me...)
