As with the VW, the clutch should grab close to the top. Maybe an inch of free play, then a couple of inches of progressive slip until full release. Then plenty of clutch travel for good measure. Seems like your clutch is working in the "good measure" part of the pedal travel, which is put there mainly so you can go somewhere and get the clutch fixed before you need a tow.
Two things lead to low clutch - air in the clutch lines or a weak pressure plate. The former could be simply air introduced when someone did the fluid flush - but if it's air, a more likely cause is a leaking clutch cylinder. The master cylinder is inconvenient and modestly expensive - the slave cylinder requires unbolting the transmission and removing the clutch assembly.
Next diagnostic step is to bleed the clutch fluid.
