Sounds like you are talking about the bulb for the city lighs which is in the headlight housing. How would I do it if my hand wasn't small enough? I would pull out the headlight. Don't know about a 2003 but on 2000 Aero, the drill is: remove grill (2 torx screws on top), remove the side marker (1 torx screw on top - a clip on a '03 I believe) and let hang by wires. Remove the three screws holding in the headlight (1 might be a 10mm bolt), slide out slightly to access wiring, slide redish band on the plug out using a small screw driver and the plug will fall off. Then remove the headlight. Access to the bulb should be much easier now. Installation is the reverse and don't worry about the aiming, it is internal to the light housing and will be just fine again once the light is put back in.
