It may be associated with Katrina, Rita, MBTE ban and ethanol. Gas refiners have switched the formulations of fuel following the loss of refinery capacity due to the hurricanes.
Here in Michigan the Governor signed a special law, or exemption to current pollution regulations, allowing fuel with a lower vapor pressure (?) to be sold, Goal was to reduce the fuel shortages we were seeing in early September.
MBTE is an oxidizer which had been added to fuel in recent years. It is now being banned due to cancer studies showing it may be/is a carcinogen. Ethanol is the next oxidizer of choice for fuel blenders, unfortunately the ECU's of our beloved Saabs can somehow detect the presence of ethanol in the fuel and we see an immediate 10% MPG drop with 10% Gasahol.
It is also the peak of "Orange Barrel Season" here in Michigan and I spend a lot more time idling in traffic jams caused by barricades and detours.
I blame my MPG drop on the combined effect of all three - reblended fuels, unlabeled gasohol being sold as higher octane gas, and excessive stop-and-go traffic.
