I found the same side-skipping behaviour was caused primarily by damping imbalance between rear shocks. It shows up primarily over sharper bumps rather than smooth dips or rises in the pavement. I believe one side tire leaves the ground due to poor damping and the geometry of the rear suspension moves the car sideways.
The old bounce test simply doesn't reveal this. When I removed the old shocks and stroked them as forcefully by hand as I could (bottom end clamped in a vise) I found both had about the same compression resistance; but one had noticeably less resistance to rebound force. If I could detect this by hand, you can imagine how much difference is in play under real loads on the car! BTW, I highly recommend Bilstein HD as a replacement rear shock since the second set of original SAAB (Sachs) were the ones with the imbalance after less that 2 years and 20,000 KM.
I also replaced the rear trailing arm main bushings where they attach to the car. The originals are quite compliant in the fore-aft direction and the new Powerflex urethane bushings (made in the UK) really eliminate that source of suspension distorion under loads.
I had done the front A-arm bushings as well which helped the tracking stability of my car over poor pavement.
