Help fuel evap leak - need to replace fuel tank

1999 Saab 9-5 SE V6 - 40K mi. I am being told there is a crack where the charcoal canister meets the gas tank and it needs to be replaced. I told the service wrtier (not SAAB service center-local private Saab repair shop) the check engine light was on and the code is for a Fuel evap leak. He told me right away without looking at the car it would need a new tank???? I asked him to performa smoke test first and sure enough the results conclude it needs a tank. they want $750 for replacement. I believe this SAAB should pick this up, seems like a defect. Is there a service bulleton on this? Does this qualify for the 8 year 80K warranty on emmisions equip. any suggestions or guidance would be appreciated!
