The parking brake is a drum inside the rotor. The cause of the freezing is water entering the ends of the cable forwards of the wheels because the rubber seals at the ends of the cable have deteriorated. People have had this replaced on warranty. Or, just avoid using the parking brake in warm-but-freezing conditions like your 24 degrees F. When it gets cold out (eg. -20 C) it's not so much a problem because there's no liquid water around to freeze.
