Deformed foam on Cabin Filter removal

I changed my cabin filter last night. Removing the old one I noticed leaves, dirt, etc., but in addition, the foam filter was only on the outside half of the used filter so I think it got caught up on the metal piping when I replaced it last year...uhg!
New filter was an aftermarket from Eeuoroparts. Why is the foam seperate from the filter? Does the foam serve as a gasket or just a mechanism to hold the filter in place?
