Remote Keyfob/Central Locking Problem

1999 2.3 SE.
Lately it has taken quite a few attempts of pressing all the keys on the remote to get the car to lock or unlock. I've changed the batteries but it happens with both remotes. I've got the key and separate transponder version.
I don't think its the remotes because they both have the same problem. What else could it be?
