It is not "written in stone" that the fuel pump will prime start every time you cycle the key, but it does most of the time.
It is a safer way to crank over the engine for a short second and then listen for the pump buzz. This is of course if the CKP sensor is working properly.
The CKP sensor is located on the side of engine block that is facing the radiator, toward the rear of engine close to where the transmission bell housing takes over.
