Plenty of heat, but not through the defoster vents

99 2.3L 9-5 sedan with 117,000 miles.
After a 60 degreeF day here, the temp dropped to 32 degrees. Upon starting and setting the climate control to defrost I heard a whirring noise as if the vents were having trouble positioning themselves. Subsequently noticed that no air flow is coming from the defroster or even to my feet. Air flows out of dashboard vents only, regardless of the vent setting.
Curious if this is the $2000 repair (Yikes!) some owners have been posting about. Also curious if some moisture from our warm day froze when the temp dropped and caused the air flow direction levers to freeze and fail.
Any thoughts?
Thanks.
Steve
