supposedly yes. One culprit in sludge formation is the blowby - products of combustion seeping past the piston rings which does damage to the oil. 2004 and newer 2.3 motors have a revised PCV system which is supposed to help that problem. Another culprit is the quality of oil, and 2004 and newer 9-5s are treated to Mobil 1 0w40 for Factory Paid oil changes (although they do balance this out by lengthening the change interval).
Aside from that, the V-6 models (2000-2003 Arc and SE modes, some 1999 SE modes) are much less prone to sludge, possibly because there's less blowby, possibly because the integral oil/water heat exhcnager does a better job of maintaining oil temperature (faster warm-up, cooler operating temps).
