whining/ gear noise with new chain and gears on Aero

I got get the 60K service done on my 2000 Aero and the dealer found a slight oil sipping between head and block. Since the head retorque/recall had already been performed they decided to change the head gasket. While they were in there they found the camshaft chain a little loose, with 21mm play versus 15mm maximum recommended by Saab. It's true that she had a very sporadic chain rattle at cold start. Anyway, along with the chain, they changed the chain gears, sprockets, and tensionners. They also changed the Poly-V belt and tensionner and the sipping water pump.
Now there's a very audible gear whine, the engine sounds like there's too much tension on the chain? It really is deconcerting. My wife drove away yesterday and I could hear it from 50 yards. It's exactely the same sound than those aftermarket blowers they slap on big V8 for drag racing!
I though this would go away, but it's still there after 1200 miles even though a little quieter now. The Poly-V belt doesn't seem to have too much tension since I was able too twist it with my fingers to about 45 degrees. I'm hoping nothing is going to blow a couple days after the warranty expires. If it's harmless I could live with it because the sound is amusing, but I would appreciate if you experts could advise me as of where it comes from and what to do.
Thanks.
Eric
