That is whether the headlight switch is on or off the lights are fully on. In the off position you can't keep the brights on, you can flash though, nor can you activate the fogs, but if you never used high beams or fogs, it wouldn't matter if the switch was on or off.
The middle position is the one to avoid, it's the parking lights that will stay on when you pull the key and cause a dead battery.
