The relay is closed for a second or two when the ignition is turned on, then goes off. When you crank over the engine, the ECU sees the engine turning via the crankshaft position sensor (CPS) and then closed the fuel pump relay. If the CPS is defective, the ECU does not know that you are cranking the engine and does not close the fuel pump relay.
CPS failures seem to be caused by the high rate of expansion of the plastic breaking the internal conductors/connections. Typically one will have no-starts with hot engines. After a hot shutdown with no air flow, the temperatures peak for a while. Starting can then be impossible until things cool down. Opening the hood would certainly speed things up. So if you have a only a hot start problem you can be quite confident that a CPS replacement will be the cure.
