Like many cars on the road today, the 9-5's automatic transmission can not be shifted out of Park unless the brake pedal is depressed. My guess is that this is accomplished by use of an electrical solenoid within the console, powered via a switch on the brake pedal, which retracts a pawl on the shifter linkage when brake pedal is pushed, and thus allowing the gear shift to be moved.
The source of your noise (just guessing here) is either a faulty solenoid, or loose solenoid. Ignoring the sound may result in your car becoming locked in, or out, of Park.
But since the same switch on your brake pedal activates both this solenoid and the brake lights, there may be a common cause to both issues.
