My interpretation of Saab's own data - the predicted failure rate of the 2003 Arc V-6 (software updated, hardware not) compared to 2002 Arcs - is that the software update alone cuts the failure rate in half. (this is borne out by my 2002 Aero, software updated at around 10,000 miles, sitting in the driveway with over 40Kmi and the original DIC) Of course, there's been no data presented for cars with the original software and new hardware, and I doubt that there is any. Prior to the recall, Saab's own warranty procedures called for updating the software prior to installing a new DIC. Therefore, Saab's warranty books show only results for cars with old hardware *and* old software, versus cars with new hardware and new software, along with the few 2003 Arcs with new software and old hardware.
The software update pays what, 45 minutes? And there's no shortcuts. The download takes over a half hour, and they have to allow something for drive-in, hook-up, and un-hook time. The hardware swap, OTOH, can charge 5 minutes, and the cost of the part is probably being shared by SEM. And GM cut the price of the DIC to help with Saab's P&L - watch for the DI price to jump once the recall program matures.
