Must be a 2.3 LPT (light pressure turbo) as I don't think they made any 9-5 V6 sticks. The SE is nice stuff, Harmon Kardon Sound, memory seat, maybe even an auto dim mirror that year. 9-5's over all are pretty sturdy reliable cars, especially the V6's and especially the automatics. Previous to the 9-5 the V6 had some issues as did some of the autos, but for the 9-5 the V6s and automatics have been bulletproof.
1999 being the first year for the 9-5 in the USA it's probably still OK. I don't believe the 1999 model year, though not the best for a 9-5, fell into the used cars to avoid category.
Meanwhile for the money, you didn't mention how much, it's tough to beat a 9-5 and with 51,000 miles you could spend more on a Honda/Toytota and have more trouble too.
Get it checked out by the local Saab folks, preferrably an independent Saab mechanic vs a Saab dealer for a car like that out of warranty.
You have to go beyond just the reliability issue to own a Saab, or any interesting European car for example. That category or group doesn't excell in the reliability area like the Japanese cars, but a 9-5 is one of the best European cars and exceeds many Jap cars in the reliability venue. And safetywise, handling wise, technology wise, style wise, the Japanese have never been able to compete. It's all a matter of taste. Regardless of reliability many of us just can't stomach Japanese cars, hope you're one of 'em too.
