Since you've actually done both, I'll defer in general. That said, the bumper reinforcement in the Saab hitch is clearly designed to operate in tension (that is, the bumper beam being pulled backwards. Toward that end, the bumper is now held on with 6 bolts, not two. Makes no difference in a bumper's "day job" of holding back something that is pressed into it. For towing, the hitch does hook the center of the bumper beam as well as the already-reinforced trunk floor. Saab has the capability and inclination to do computer models to determine how much load is carried by the bumper bolts and under what conditions, but it's also possible the design was done "by guess and by golly" under the "too strong is just right" theory.
