It seems that you have found some good information since you already have done searches for TWICE units.

The car needs to be towed to a Saab dealer or independant shop that have a Tech 2 scanner and knowledge in how to get the new TWICE unit programmed.

The TWICE unit itself is fairly easy to replace by removing driver seat, but you will still not be able to drive the car.

If you get a used TWICE unit it is crucial that you get a key with it from that car that ones was able to start the car, otherwise, that TWICE is just as dead as the one in your car.

That key is needed when programming the TWICE to your car AND your key, the dealer or indy will know how to proceed.

I can guarantee that a TWICE unit from 2002-2004 will fit in your 2003 since it is the same (as well as a 2005) but it is no guarantee that a 99-2001 will work.

The reason for that is that the 99 to 2001 partnumber has been superseded to the 2005 model as well as the 2002-04 has been. What that means is that the newer models are compatible backwards to 99 but it is no guarantee that the earlier models are compatible forward, maybe due to some short comings in internal memory or speed.

It is also an very early 99 TWICE (up to VIN X3003557) that is not compatible at all with the later ones.

This is all US spec data since other countries may be different.
