Just to get it straight.
First you mention both front head light and back light and then you further down say to forget about the fog lights. What is it?
Is both front hi and low beams out and are all tail light bulbs out?
Or is it only the front and rear fog lights that are not working?
Front hi/low beam problem can usually be traced to the orange bulb failure relay in engine compartmnet fuse/relay box. Sometimes all 4 solder joint pins for front lights have gone bad inside that relay and needs to be resoldered or the relay replaced.
If the tail lights are out it could be a slew of problems including a faulty TWICE module.
I think at this point it is crucial for the tech to slow down and start to measure for power and ground at each bulb and with the head light and ignition switch in different positions to see if he have any power at any bulb at certain switch positions.
Without a good wiring diagram it can be a bear to find electrical problems, especially when an electronic module is involved for some of the circuits.
I have never seen a fuse box go bad on a 9-5 so that's why I wonder about his fault tracing.
