Summer blended gasoline should not affect MPG by as much as you state - but it very well might.... its nearly impossible to tell since so many factors go into what the engine cranks as MPG.
Summer blended gas is a reformulated gas that removes hydrocarbons that will evaporate versus "burn" in combustion during summer weather (they are called "volatile organic compounds"). Many states and the Feds mandate this blend because those hydrocarbons that would otherwise evaporate contribute to smog and "code-red" days in major cities. People switch back to "winter blend" in the fall because the summer blend tends to make cars knock, stall, or not start, in cold weather.
It could be, however, that your gasoline manufacturer has switched to some different blending of ethanol/gas or some other blending of additives that your car isn't liking and so its running more rich. Could be you're not getting enough air into the engine. Maybe your tires are off alignment or not properly inflated (which can affect MPG significantly). Maybe you have rocks in your air-filter. Who knows? Could be you are driving different.... could be lots of things.
Its usually COLD that affects MPG the most because engine warm-up times are longer in the winter than in the summer - until the engine gets to its ideal temp - it will consume a richer mix of gas... thus lowering the MPG.
