It behooves the manufacturer to facilitate the sale of off lease cars. The more value a manufacturer can add to an off lease car the higher the resale the lower the payment on a new one and the more cars they sell. Hence the Certified Pre Owned programs.
All CPO programs are not equal and "Certified" has been hijacked by mom and pop used car lots too.
Many of the highline CPO programs are similar and of the highlines, Saab may be the best. A CPO Saab is created by a Saab dealer purchasing an off lease Saab at the finance companies closed auction or perhaps when of their own lease turn ins. So a lot of the time but not always a CPO is better inspected. Saab requires a clean CarFax for it's CPOs.
Most highline companies also have a rigorour inspection process too with standards of 50-60% for brakes and 5-6/32nds for tires and other wear items, cosmetic standards too.
After the selection and inspection process the manufacturer makes low cost warranty availible to the dealer usually for a term of 6 years and 100,000 miles or plut 2 years and 50,000 miles above and beyond the orginal 4/50 warranty. Here's where Saab CPO is better than some as the Saab CPO is an actual extension of the original factory warranty with a zero deductible.
