Xenon low beams and halogen high beams seems to be the industry norm. For awhile Saab had bi-xenons, xenons low beams with doors/screens in front of the xenon bulbs that clunked up out of the way for high beams, but I can't think of any other manufacturer that did.
The confusion comes as one of the indications of xenons used to be projector beam style lamps, the "Mister McGoo" lens. At one time there were only xenon bulbs used with projector beams. A BMW for example with projector beams had xenons, it was the way you differenctiated. Nowadays that ain't so. 9-3SS' have projector beams with standard halogen bulbs and optional xenons.
