turn signal gremlins

another memeber of our "fleet" 99 9-5SE has developed an interesting gremlin. R rear marker and front marker are on all the time. as though turn signal circut getting pawer continuously not blinking. light actually dims slightly when R turnsignal activated. blinks at normal rate unless brake pedal depressed. Can not find burned out bulb or fuse either on right or left sides where do I look now????
