That info is dead wrong. I would use a good fuel system cleaner. In the USA market, Techron Concentrate works very well. This will clean the injectors*, and will remove combustion chamber deposits that can be hot spots that increase the engine's octane demand.
* poor spray patterns also affect effective octane of a given fuel.
Lower octane fuel may be reducing MPGs and the cost savings may not be what they appear.
I would also pull and read the plugs after using the techron with good fuel, and check the gaps etc. The previous owner may have been frugal to a fault.
