This is my often repeated response to such issues.
It is important to realize that any braking system that can lock up the tires, has emergency stopping distances that are controlled by the tire's traction. So for a given tire, improvements to the brakes will not change the single event emergency stopping distance. Changes to the brakes can improve petal feel and can have better ability to deal with the heat of repeated braking on the track.
Note that many tires with high wear ratings have poor traction to start with, and as they will last a long time, they are subject to significant age hardening through multiple summer seasons. Such aged tires can become very dangerous as the stopping distances are increasing and the wet traction can be horrible. In many cases, tires like this with lots of usable tread should be trashed for safety reasons. The economics of high wear rated tires can be quite negative, especially if they contribute to an accident and injury that could have been avoided if the tire traction was not so poor.
So for many folks, shorter stopping distances are to be had with better tires, not expensive brake hardware.
