The fuel filter may be fouled, but more often the filter has been changed and that releases contamination that messes up the fuel pressure regulator. That is relatively easy to replace. The small VAC line from the TB to the FPR may be rotting or breaking and might not survive removal and refit. You may need to get some 7/32" VAC line from the hardware store. This hose is very critical.
Making a marginal situation worse: If the plugs are worn, incorrect or fouled and/or the injectors are fouled, things can only get worse.
Pull and read your plugs, regap and replace. By doing this yourself, you will gain info that will help you solve the problem.
Meanwhile; when you start, pause at ignition on for 2 seconds before you crank the engine, this might reduce the starting problem a bit.
Start with Techron Concentrate and the plug inspection/regap or replace.
