Well, it means that the battery lead up to relay and the lead from relay to starter is fully capable to supply enough current to kickstart the starter and make the engine turn over.
As I wrote earlier today.
If you rig a power feed wire from 30 to 86 (with a switch in between) and a ground wire from car body to pin 85 with a switch inline.
Or you don't absolutly have to use switches but it makes it easier unless you want to just touch the loose wire from pin 86 to 30 when the no start occurs.
The ground wire from pin 85 is easier to handle since you don't have live power to deal with. You just need to find a bare spot on the car body where you can touch the wire to, to trigger the relay.
The next time it happens, push or flip the switch from one of the sources when still holding the key in cranking position.
If engine crank over when power is fed to pin 86, the gear selector circuit is bad.
If engine cranks over when ground is fed to pin 85, The TWICE circuit is bad.
I kind of suspect the TWICE being the bad part, but would like to confirm it by testing the way you have done it.
