Cliff,
Define big and persistent.
Does the smoke come from inside the tailpipe or off of the pipe? White smoke on startup = oil leak or excessive oil coming in somewhere. At 13K miles I don't think you have coked the turbo unless you have had your foot in the firewall to get it good and hot and then just abruptly shut down and done that a lot....
I had the same problem on a Celica GT and it turned out to be the valve guide seals. The mfgr notified dealers in a service note but there was no recall because there was no safety issue and as long as the cars did nothing but produce some smoke on startup they would do nothing. I was, surprisingly, fortunate to get it repaired under an extended service contract since it was the only time I have ever purchased one of those. The car was out of factory warranty on time not miles.
If I were you I'd check the easy stuff first to eliminate them as potential causes....PC valve, plugs...the plugs can tell you a lot....I'd also go check in at another dealer or good indie shop.
