The recommendations used to be: "These are for competition and the friction coefficient is poor until the brakes are heated up. You cannot count on your brakes being hot when accident avoidance is required."
EBC pads have changed over the years and it seems that their recommendationed have changed too. The red pads have a .5 coef of friction and the greens .55
The red pads are now rated less dust than the greens. I don't know about the comparative cold stopping power.

My vote goes for emergency stopping on cold brakes. Which one wins? I don't know, but I suspect the greens.
Some are quite unhappy with the green stuff pads, but note that these compounds have changed since some folks were displeased. The greenstuff had the ability to transfer organic compounds to the rotors in an uneven layer that felt and behaved like a warped rotor (which it was not), but if left in this state, I suspect that uneven heating might warp a rotor. The organic compounds can be burnt off to solve the problem. Read the link. But I do not agree with the degree of pad burn-in that they suggest. But do heed their warnings and technique.
