I believe recalls are reserved for issues that could result in an accident or jeapordizing someones safety, not for a poorly manufactured part. If the TB goes, it more than likely will throw a code and at worst will put the car in limp home mode. I believe it ussually gives plenty of notice that it is going bad.
Mine went bad and I replaced it myself about 10k ago. I got mine from the dealer for about $300 and I know they can certainly be cheaper than that from site sponsers. I swear I remember a post from swedecar saying that the newer tb's were better built and would last longer than the older parts but don't hold me to it. It would be interesting to hear from anyone who has had to replace them more than once.
