running lights stay on with engine off

Just replaced the alternator in my 99' 9-5
When going to test the car after putting it back together, the running lights stayed on when I shut the engine down.
Noticed the high beam indicator was dimly lit with the low beams on, and then brightened when I hit the high beams. No SID failure comments
I pulled the orange lamp control relay, the running lights went out, put the relay back in, the lights came on again without the ignition turned on.
Suggestions???
Is this due to the orange relay solder joint failure?
