Whatever controls the fan is the electronic fan speed control module... separate from the ACC module. This sits in the ground side of the motor wiring and the motor gets unswitched power at all times via fuse 22.
If fuse and motor are ok, then with ignition off, shorting the fan's RD/BN lead to ground should get the fan going. You could unplug the fan speed control module and ground the harness connector at PIN 'C'.
Never run the fan without the speed control module properly attached to the air box as it can easily overheat and fry otherwise.
Yes it would be odd that one failure follows another, unless the controller was the only think wrong before. A failing motor might be able to damage its controller.
