No, you should not have to select "LO," that just locks in maximum cooling, which the ACC will automatically select when necessary. Spurious advice from a dealer.
I also have a 2002 9-5 Aero, and the A/C is great. I'm in Dallas, where we're having 100+ deg F/high humidity days for the last week or so. I'm getting 45-deg F at the center vent within 10 minutes at highway speeds, which is as good as any auto A/C I've had in this weather.
I recently had a failure and repair of the recirc door and motor, which made an enormous difference in the A/C performance. With the recirc failure, I was lucky to get 70-deg F center vent temperatures.
Unfortunately, the 9-5 has a rather complicated system. It's not enough that the refrigerant pressures, airflow across the condenser, and the expansion valve are all correct--you've also got a heater water valve, air distribution flaps, recirc door, dual-zone complication, all of which are electo-mechanical and can fail.
The dealer should be able to track this down. Don't just tell them it doesn't work, go buy a $5 thermometer and quantify the problem, which is also the only way you'll know from day-to-day what the performance is.
