The fan gets power all of the time, even when the system is shut down. The fan speed control module connects to the fan's ground lead and works on that side.

I expect that the speed control module has failed. This happens quite often. If the fan has power, it is up to the control module to provide the ground for the fan.

Power is via fuse 22 that goes direct to the fan connector. Not much room for things to go wrong there.

If when this happens, one were to check the voltage on the fan motor ground wire, red/brown, and it was 12VDC, that tells you that the fan is getting power. You could then ground that and expect to get max fan power. The fuse is 40 amps, so you will need a heavy ground connection and expect sparks. Remove the fan speed control module connector and gound via terminal C on the harness connector. Was that connector fully seated?
