I threw my instructions away years ago, but I remember being more confused each time I read them. From what I remember:
The front and rear mudflaps both use the existing inner fender to body panel mounting screws primarily. You will need to drill one additional screw in the rubber inner fender for the front mud flap. I was able to drill these with the wheels still on the car by using the flexible shaft of my Dremel tool, but removing the wheels would be much easier. The factory instructions get very murky regarding one screw in particular, where they recommend placing duct-tape on the outer fender so that the clip which snaps over the inner fender edge for a screw to thread into won't scratch thru the paint coat. This one baffled me for a long time and the illustrations were of no use. You may have to drill an additional screw for this hole too - sorry, but it has been almost 6 years since I did this job.
The rears are more straightforward. You will have to remove the rear wheels st drill two holes in each inner fender. The short steel bar with two threaded holes goes on the rear side of each inner fender (on the gas tank/muffler side, not within the wheel well) and the mounting screws pass thru the mudflap, then thru the inner fender, then thread into the holes of this bar. Effectively this clamps the mudflap to the inner fender.
