I've had this happen recently with my 99 wagon as well. In drive and reverse RPM's would ossilate wildly. Put it in neutral and it's fine. I cleaned the throttle body and replaced the plugs and it helped. However once I did those things and went to a higher grade of fuel, the problem stopped completely. As a first step I could clean the throttle body and try a tank of 91 or 93. It is rediculously easy to do and takes all of 5 minutes.
