Surging at idle?

I have a 2003 9-5 Aero with 33k miles - When I am stopped at a light with my foot on the brake. The engine surges and the turbo guage even goes up. It does this every other time I come to a stop. This morning on the way to work it didnt do it at all. When I took it in for warranty service the tech could not get it to do it. It is not the compressor engaging because it is already on.... Any suggestions?
