Sounds like a good price/miles, all things considered.
Clutches on 9-5s aren't a weak point. Unless the car's been beaten really, really hard, the clutch shouldn't be anywhere near replacement. Because it's a hydraulic clutch, it self-adjusts, anyway. It should be a nice, typical Saab-smooth action on the clutch. Anything less and I'd suspect first the hydraulic line between the clutch master and slave or perhaps the clutch master cylinder, itself. Both of those components aren't horribly hard to replace nor hugely expensive.
I had the gearbox on mine replaced under CPO warranty because it was really balky and occasionally needed to be double-clutched. At the time it was replaced (90k+ miles), the tech at the dealer said that the clutch was just fine. The clutch on mine's still working nicely a couple years/65k miles later.
I don't think that even the highest-mile Aero on this BB has had the clutch replaced (he has 260+k miles on his '00). Instead, check more on how the transmission shifts. Many early 9-5 boxes are pretty balky between 2nd and 3rd. There's more on the boxes and oil recommendations searchable on here.
As for the PCV bits, check the condition of the hoses going from the PCV to oil trap, and from the oil trap back to the oil sump. The hoses should be flexible and springy, not mushy. The PCV valve itself should be open and clear, especially the smaller opening. It's worthwhile to go ahead and replace all the PCV hoses now (pretty easy DIY-no tools needed, just a bit tight back in there), and the hose from the valve cover to the oil trap comes with a new PCV.
Given the somewhat sketchy oil change history on an unknown car, I'd pay more attention to potential sludge buildup in the oil pan.
DIC can be checked by checking the part/serial numbers on the DIC itself. Again, I believe there's more info searchable on here, either by numbers or from related links.
Later '01s (I believe May '01-onwards) also had the head bolt torque issues addressed, so that could also be a non-issue.
Bottom line: I've had great luck with my '01, and suspect that you'll love the Aero as much as I do.
