Turbo and Replacing an Engine

Here's my predicament. I have a '99 9-5 2.3 lpt. The last few weeks I had been noticing that I was getting hesitation when I first started and the air conditioning was on. I gave the car to my mechanic (a friend) to take for a day or two to see what he could find.
Well, he was driving down the road, and the car stalled on him in the middle of driving. He started it again, and got a huge cloud of blue smoke. He is saying he had seen a little smoke earlier that day. He got it back to the garage, but said it had no power. He checked the oil at that point, and said it was completely dry (I had checked it and it was full a few weeks ago).
He now thinks the whole engine needs to be replaced. This was a sludge machine, that had been cleaned up about a year and a half ago. I am thinking that the first thing would be to try a rebuilt turbo.
My question is this - if you replace the turbo, and that did not fix the problem, could you then take that turbo and put it on a reuilt engine, or would you be wasting the turbo?
