What to do now?

I noted a crazing on the right rear bumper of my 2003 9-5 Aero about two months ago. I assumed somebody whacked me in a parking structure. Two weeks ago the crazing got worse and credit card chunks of pain fell off.
The first body guy I asked to look at immediately said this was an old repair, now falling apart. He could fix it for $700. I dismissed this out of hand as I bought it new from the dealer three years ago. Second body shop guy said exactly the same thing - with out prompting. $825 to repair including new bumper.
I called the dealer about restoring this botched repair, obviously done before I bought it "new." He "looked it up" and found no record of Santa Monica Saab repairing it. He claims this is a frequent chore at the dock facility. The car is owned by Saab Financing Corp at that time so no records are likely to be found. Saab Fin Corp did not call back.
My auto insurance has a $2400 deductible.
Were do I go with this?
