Parking brake too tight

Previously the brake was loose and the dealer tightened up the adjuster near the handle. It still took 4-5 clicks to fully engage.

New rear brakes installed. The parking brake shoes were tightened and then backed off a few clicks. Now it is a bit hard to lift the handle. I can lift it, but am concerned some weaker family members might have trouble. It catches at one click and is very tight at two clicks of the handle.

Should I loosen the brakes at the parking shoes or at the handle? How much looser should I make it? Or should I leave it alone since the cable will likely stretch some more over time?
