Yes the problem with oil leak at that troublesome spot is still present even after the new bolts where installed and torued properly from factory.
We start to see more and more of it now since the cars are getting older.
So on any car after that VIN, the only cure is to lift head and replace head gasket.
The reason why we replace the bolts and retorque the gasket on earlier cars is due to that we know the bolts are bad and this is to minimize the chance that the head gasket is going to fail later on. It might or might not fix (or reduce) the oil leak but at least, the head is clamped down to spec.
The oil leak at that spot is a design flaw in the head gasket using thin sheet metal gasket and an anearobic sealant.
I would suggest to at least start with installing the latest PCV update (TSB 210-2417 ed 4) and see if it takes care of some of the leak, but it won't restore the gasket to new conditions.
