The tensioner will vibrate to a certain extend to take up slack from the serpentine belt and when different loads are applied to the belt.
Did you by any chance install the short belt?
If the power steering system is marginal it can elevate the vibrations when installing a short belt.
Even with the long belt, the vibrations are there but masked by the second idler pulley.
If the tensioner is worn, it usually results in that the belt is slowly wandering off the tensioner pulley, so check carefully when running the engine that the belt is still fully seated on the pulley and not "hanging off the lip".
