I guess that you are referring to the torque not the sequence of tightening.
Yes oil will change the torque characteristics. Torque to yield bolts and torque specs are designed to take the bolt to yield and past yield. So the result is determined by the bolt yield, not the stage II bolt angle and thread lube. And the torque to 60n.m then 90degrees takes some of the thread lube effects out of the equation by limiting the torques and torque errors involved.
Note that the end result is also determined by the bolt's metal alloy content, grain structure, cold work deformation and heat treatment. There are many variables outside of your control. You can feel the soft ones when you do the 90 degree stage and if you have an electronic torque guage with peak hold you can see the differences in torque to achieve the 90 degree stage.
There are also the ARP racing grade head studs, which are not really needed for these applications, but are available from Nick at genuinesaab.com
